"While sitting in court one day, I realized there was no one in the courtroom whose only job was to provide a voice for the children." So with that mindset, Judge David Soukup invited a few people from the local community to join him for lunch to brainstorm how community members could serve as volunteers to speak up for the best interest of children in foster care. Far beyond his expectation, 50 people showed up, and that was the inception of the CASA advocacy program back in 1977. The program is now a national organization across 49 states.
In 1988 the CASA advocacy model was introduced in Georgia by Kathie Gannon and Nicki Vaughn, and by 2023 the program expanded to coverage across all 159 counties of Georgia. The expansion is a testament to the acknowledged effectiveness of the program. In the words of Judge Soukup, "Hundreds of thousands of volunteers have spoken up for millions of children. The idea has worked."
